In 1991, the concept of a lake surfaced at a town hall meeting in Ladonia to address concerns and interests of three organizations searching for ways to improve the community. Those three organizations were the Fannindel School District to tackle declining student enrollments in the schools, City of Ladonia, whose population loss was becoming detrimental to the economy, and the Ladonia Chamber of Commerce, whose vision was to stop the closure of businesses in Ladonia.
